Graduate of economics at the University of Szczecin, interdisciplinary European studies at the Jagiellonian University, postgraduate studies in evaluation of public policies at Kozminski University and doctoral studies at Warsaw School of Economics.

In the years 2003-2016 he worked at the Ministry of Economy and Labour, Ministry of Regional Development and Ministry of Development, where he participated, as a member of the National Evaluation Unit (NEU), in management of a system of evaluation of Cohesion Policy. He was also involved in processes of development, implementation and evaluation of public policies (ia. National Development Strategy 2020 and the Strategy for Responsible Development) and implementation of dozens of evaluation studies, mainly in the area of supporting competitiveness and innovation of enterprises.

Author of publications in the field of evaluation and socio-economic effects of implementation of public policies.

Expert of the Foundation in the following areas: public policy analysis and evaluation, evidence - based policy, policy of supporting competitiveness and innovation of enterprises, institutional capacity building.
