In Sobieski Institute with the outcomes of MORE project
Our Experts, Katarzyna Hermann-Pawłowska and Stanislaw Bienias, were invited by the Sobieski Institute to take part in the expert seminar on Regulatory Impact Assessment organized in September 2015 in Warsaw.
The seminar brought together scientists, experts and representatives of public administration and was an attempt to answer the following questions:
- Does the system of regulatory impact assessment (RIA) in its present form has a real impact on the legislative process?
- What are the major deficiencies of RIA system in Poland? How to evaluate the effects of legislative proposals of Members of Parliament?
- How to increase the quality and objectivity of the RIA? Would the establishment of an independent government regulatory council be a right solution?
In this context, the experiences of our Foundation in the implementation of MORE project were very relevant, since its objective is to elaborate and launch the pilot implementation of an innovative model of Regulatory Impact Assessment based on evidence.
Conclusions and recommendations from the first phase of the project, presented by our Expert, met with great interest of the participants of the seminar.
